It implemented INSPIRE in the UK and extended it through the\u00a0UK&#8217;s own Location Strategy. UK Location was coordinated by the\u00a0UK Location Council\u00a0and delivered by the\u00a0UK Location Programme.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">BGS involvement <\/h2>\n\n\n\n<p>INSPIRE and UK Location depend on standardised delivery mechanisms to ensure the integration of spatial information from different contributors.<\/p>\n\n\n\n<p>Data providers needed to structure their data according to agreed specifications and deliver it via common protocols. The development of this infrastructure and enabling standards was a huge community effort, in which we played a major role.<\/p>\n\n\n\n<p>Some of our staff, past and present, performed the following roles:<\/p>\n\n\n\n<ul>\n<li>John Laxton acted as editor of the&nbsp;<a href=\"http:\/\/inspire.ec.europa.eu\/Themes\/128\/2892\" target=\"_blank\" rel=\"noreferrer noopener\">Geology and Mineral Resources data specifications<\/a> and was joined on this working group by&nbsp;Andrew Hughes&nbsp;specialising in hydrogeology issues. This data specification draws heavily on&nbsp;<a href=\"https:\/\/cgi-iugs.org\/project\/geosciml\/\" target=\"_blank\" rel=\"noreferrer noopener\">GeoSciML<\/a>, a geology exchange language developed by the BGS with worldwide partners.<\/li>\n\n\n\n<li>Matt Harrison&nbsp;was chair of the&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/inspire.ec.europa.eu\/Themes\/140\/2892\" target=\"_blank\">Natural Risk Zones data specification working group<\/a>.<\/li>\n\n\n\n<li>Tim Duffy&nbsp;is a member of the UK Location Programme (UKLP) Metadata Working Group, the UKLP Architecture Interoperability Board and the EU INSPIRE Initial Operating Capability Task Force Services Team.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">BGS collaborations <\/h2>\n\n\n\n<p>We have been working for several years with the Scottish Government doing co-funded research on how to set up a Scottish SDI to implement the&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"http:\/\/www.scotland.gov.uk\/Topics\/Government\/PublicServiceReform\/efficientgovernment\/OneScotland\/Implementation\">One Scotland \u2014 One Geography<\/a>&nbsp;initiative. We are also helping the&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.gov.uk\/government\/organisations\/the-coal-authority\">Coal Authority<\/a>&nbsp;make data freely and openly accessible to the public in accordance with INSPIRE.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">BGS outputs<\/h2>\n\n\n\n<p>INSPIRE and UK Location were developed in stages until 2019. We provided the following services for data holdings that were&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"http:\/\/inspire.ec.europa.eu\/reports\/ImplementingRules\/DataSpecifications\/D2.3_Definition_of_Annex_Themes_and_scope_v3.0.pdf\">in the scope<\/a> of INSPIRE:<\/p>\n\n\n\n<ul>\n<li><a href=\"https:\/\/www.bgs.ac.uk\/technologies\/ogc-catalogue-service-for-the-web-csw\/\">Discovery Metadata services<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.bgs.ac.uk\/technologies\/web-map-services-wms\/\">WMS view services<\/a><\/li>\n\n\n\n<li>Download services as&nbsp;<a href=\"https:\/\/www.bgs.ac.uk\/technologies\/web-feature-services-wfs\/\">WFS<\/a><\/li>\n<\/ul>\n\n\n\n<p>These services are registered with the\u00a0UK Location Programme\u00a0for upward inclusion in the\u00a0<a href=\"http:\/\/inspire-geoportal.ec.europa.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">INSPIRE GeoPortal<\/a>. Having played a vital role in the testing of the UK Location Programme infrastructure, we were one of the first organisations to achieve this goal.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What will INSPIRE and UK Location achieve?<\/h2>\n\n\n\n<p>The purpose of INSPIRE and UK Location is to support environmental policy and overcome major barriers still affecting the availability and accessibility of relevant data.<\/p>\n\n\n\n<p>These barriers included:<\/p>\n\n\n\n<ul>\n<li>inconsistencies in spatial data collection, where spatial data was often missing or incomplete or, alternatively, the same data was collected twice by different organisations<\/li>\n\n\n\n<li>lack of or incomplete documentation of available spatial data<\/li>\n\n\n\n<li>lack of compatibility among spatial datasets that could not, therefore, be combined with others<\/li>\n\n\n\n<li>incompatible SDI initiatives within EU member states that often functioned only in isolation<\/li>\n\n\n\n<li>cultural, institutional, financial, and legal barriers that prevented or delayed the sharing of existing spatial data<\/li>\n<\/ul>\n\n\n\n<p>The key elements of INSPIRE and UK Location to overcome the above barriers include:<\/p>\n\n\n\n<ul>\n<li>metadata to describe existing information resources so data can be more easily found and accessed<\/li>\n\n\n\n<li>harmonisation of key spatial data themes needed to support environmental policies in the EU<\/li>\n\n\n\n<li>agreements on network services and technologies to allow discovery, viewing and downloading of information resources and access to related services<\/li>\n\n\n\n<li>policy agreements on sharing and access, including licencing and charging<\/li>\n\n\n\n<li>coordination and monitoring mechanisms<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Delivering INSPIRE and UK Location<\/strong><\/h2>\n\n\n\n<ul>\n<li><a href=\"https:\/\/www.bgs.ac.uk\/technologies\/web-services\/ogc-catalogue-service-for-the-web-csw\/\">Data discovery services<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.bgs.ac.uk\/technologies\/web-map-services-wms\/\">Data view services \u2014 WMS<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.bgs.ac.uk\/technologies\/web-feature-services-wfs\/\">Data Download Services \u2014 WFS<\/a><\/li>\n<\/ul>\n\n\n\n<p>Find us on&nbsp;<a href=\"https:\/\/guidance.data.gov.uk\/publish_and_manage_data\/harvest_or_add_data\/inspire\/#inspire\">data.gov.uk<\/a>.<\/p>\n<\/div><\/div><\/div><\/section>\n\n\n\n\n\t\t\t\t\t<section   id=\"latest-content-741-block_911cb063da6a8814629852155eb6d4aa\" class=\"grid-section  primary-background   \" >\n\t\t\t\t\t\t<div class=\"container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"row header-of-section\">\n\t\t\t\t\t\t\t\t<div class=\"col-12\">\n\t\t\t\t\t\t\t\t\t<h2>You may also be interested in<\/h2>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"row grid-wrap\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"col-lg-6 col-12\">\n\t<div class=\"cards cards-orizontal-sm  cards-find-more  cards-bordered\">\n\t\t\t\t<a href=\"https:\/\/www.bgs.ac.uk\/geological-data\/technologies\/\" class=\"media-wrap\">\n\t\t\t<img decoding=\"async\" src=\"https:\/\/www.bgs.ac.uk\/wp-content\/uploads\/2020\/01\/igeology3D-150x150.jpg\" class=\"lazy-blur wp-post-image\" alt=\"igeology3D\" data-src=\"https:\/\/www.bgs.ac.uk\/wp-content\/uploads\/2020\/01\/igeology3D.jpg\" \/>\t\t\t\t\t<\/a>\n\t\t\t\t<div class=\"info-wrap\">\n\t\t\t<div class=\"info\">\n\t\t\t\t<h4><a href=\"https:\/\/www.bgs.ac.uk\/geological-data\/technologies\/\">Technologies<\/a><\/h4>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<p>Applications, software and online services created by the BGS and our collaborators.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t<a href=\"https:\/\/www.bgs.ac.uk\/geological-data\/technologies\/\">Show more<\/a>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<div class=\"row\">\n\t\t\t\t\t\t\t\t<div class=\"col-12\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/section>\n\t\t\t\t","protected":false},"excerpt":{"rendered":"<p>BGS play a major role in developing the infrastructure and standards behind INSPIRE.
