Improvement in the climate of investments

Legislative and regulatory aspects:

• return of competitiveness in the mining tax system
• development of a legislation applicable to the small mines in Mali
• development of a good practice guide: management of the mining environment and the post mine, evaluation of the socio-economic and financial fallouts of the mining industry
• setting up of the process for transparency of the extractive industries (ITIE)
• setting up of a strategic frame for long term development of mining communities

Support to development of the mines and to AUREP

• make available a fund of support to the department of mines for the follow-up of the impact of the mining industry
• creation of a petroleum data base in Mali
• organisation of an international conference on the promotion of the mining investment in Mali
• support to the involvement of the sectors of the department to international conferences on the mining and oil sector

Strengthening of the capacities and equipment of the technical services of the DNGMand the Focal Point Mines

• acquisition of technical material for the Documentation Centre and the analytical Laboratory
• acquisition of equipment and materials for the technical services and the Focal Point Mines v
• analysis of 13 000 samples for the discovery of new mineral indications
• strengthening of the mining land-registry and creation of a network of communication and information on the mining sector
• training of the staff: practical courses in enterprises, thematic training, study travels

Infrastructures and support to growth

• organisation of the small scale miners and small mines
• detailed census and artisanal site organisation
• creation and strengthening of mining cooperatives
• setting up of a good practice guide for the preservation of the environment
• training and information and public awareness of mining craftsmen: prevention of the MSTS and VIH, struggle against the work of the children, rehabilitation of the sites

Improvement of the investment climate

• exploration and treatment of the geoscientific and cartographic data of the Documentation Centre
• exploration and complementary geochemistry on some prospective zones for the support to discover new deposits

    Promotion of small scale mines and artesanal mining:

• technico - economic studies and installation of 2 pilot units of gold production
• technico - economic studies and installation of an unit of semiprecious stone production

Mining product diversification and promotion of pathfinder (techniques)

    Promotion and evaluation of construction materials

• promotional studies for the evaluation of limestone deposits: production of cement and lime
• promotion of pathfinder (techniques) other than gold: glass sand, Alhor, Kaolin, Marble, etc.

Strengthening of capacities of local communities

• to support the development of the mining community
• to develop an entrepreneurial spirit at the local level
• to separate the dependence between the local populations and the mine
• to attenuate the potential impacts linked to the closure of mines
• to start up long term development projects on a communal basis.

Environmental supervision and industrial site Restoration

The implementation of the Mines component in support of a project for growth and political engagement of the highest authorities of the state which should permit Mali to reinforce its position as an emerging mining country to the level of a sub region whilst assuring a long term local community development.
